The base level of the resulting Persona is calculated by averaging the levels of the two Personas being fused and then finding the nearest Persona of the resulting Arcana that meets or exceeds that average level. This means that even if you fuse two very high level Personas, the result is capped by the available Personas within the resulting Arcana. Entering accurate levels for both Personas in the calculator is therefore important because even a small difference in input levels can push the result to a completely different Persona within the same Arcana.
